Following the release of iOS 11.2.1 on Wednesday morning, Apple seeded the first iOS 11.2.5 beta to developers.
My guess: 11.2.5 was supposed to be 11.2.1, but this version number got used for a hotfix.
The .5 differentiates that this is a “planned” update.

It is not yet clear why the version number jumped all the way to iOS 11.2.5 (skipping iOS 11.2.2/3/4). One developer on Twitter seems to think that this beta was intially planned as iOS 11.2.1, but was relabeled as a different (placeholder) version once iOS 11.2.1 needed to be rushed out.
On the iPhone X, the update weighed in at a whopping 2.23GB, which is huge for a minor x.x.x update.
